Re: Special Board Meeting; July 8, 2009
Dear Colleagues:
On Wednesday,
July 8, 2009 the LUSD Board of Education will meet to evaluate Dr. Lal.
LTA has no
confidence in Dr. Lal’s leadership for the following reasons:
Ø
He has mismanaged district funds.
Ø
In 04/05 LUSD had 23 million dollars
in reserves. In 08/09 LUSD has a 10.8 million dollar deficit.
Ø
He has hired incompetent people
in the Human Resource Department and in Federal and State Projects.
LTA hopes
that the Board Members do not extend Dr. Lal’s contract. Release him immediately
with out pay, so the LUSD, LTA and the Community can begin to repair the damage done.
Please attend the board meeting on Wednesday, July 8, 2009 and be heard. Also, contact the board members before the meeting to voice your concerns!

BARGAINING UPDATE
To: All LTA Bargaining Unit Members

Re: Negotiation Update as of June 29, 2009
Dear LTA Members and Colleagues:
The LTA Bargaining Team met with the District Office to negotiate with the District
Office on Thursday, June 25, Friday, June 26, and Monday, June 29, 2009. Both LUSD and LTA have shown a teamwork and cooperation
in working to help the students and educational professionals.
After long hours and discussion, both parties reached a tentative agreement (TA)
on the following issues/contractual language:
Define and requirements for "Traditional academic schedule" with teacher’s
caseload not to exceed 175 students, and 255 students for PE divided among five (5) classes;
Define and requirements for "4x2 Block Schedule" for secondary with teacher’s
caseload not to exceed 180 students, and 300 students for PE divided among six (6) classes;
LUSD and LTA agreed to the following conditions and terms regarding "Compensation
Issues:
LTA members will have Health benefits through SCEET Trust for the upcoming 2009-2010
year;
LTA members will have a salary reduction of three percent (3%) only for the 2009-2010
fiscal year;
LTA members will work 181 workdays instead of the regular 182 workdays. The 1st workday
will be a "furlough" day (non-work, non-paid);
Teachers who retired in the 2009-2010 fiscal year, will received a reimbursement
of the 3% salary cut in order not to affect retirement benefits;
All 94 teachers who received the Preliminary Layoff Notices/Accusations will be rescinded;
LTA President will be on 75% part-time release. LTA will pay for the substitute teacher
to cover the classroom/classes;
Full-time ROP teachers with a minimum bachelor’s degree shall be provided with
a Lynwood USD employment contract with guarantees placement in the salary schedule, Health & Welfare benefits, and all
contractual language provided to any LTA bargaining unit member. This shall be on a trial basis for the 2009-2010 unless otherwise
negotiated.
The next step for LTA is to have the membership vote on the Tentative Agreements
reached. This will be done during the summer via mail. Please provide LTA with your most current address to make sure you
receive a ballot and vote.
All LTA bargaining unit members whose employment have NOT been terminated as of July
1, 2009 are entitled to vote. This include all 94 teachers who have received the RIF/layoff notice since legally speaking
they are still employed with Lynwood USD and consequently members of Lynwood Teachers Association.
